I guess it just doesn't make any sense to me.

"Non-Ub3r members posting stress testing and other related threads as stated on fbi.gov"

How does that make sense lol?

It's a link to the SST section which no longer exists. Omniscient simply setup a redirect for that section to the FBI site.

Well, it used to be a section I am assuming, now that it is gone it is just set to redirect to fbi.gov.  I don't see how it could be a joke as overall the Help Docs are supposed to be quite serious, a section where if you do not follow carefully, you could lose your account.

stress testing is not allowed on HF, so anyone with 2 eyeballs can see its not allowed as not a section for it.

Therefore, it should just be listed as a rule that stress testing is no longer allowed on HF.

If you hover over the link, you can see it takes you to a HF section, it used to take you to the SST section but now if you try to go to that section it redirects you to fbi.gov, hence why it makes no sense. I don't think it's supposed to be a joke, pretty sure he just didn't realise he linked the section and just needs an update.

in all honesty its NOT that big of a deal. look around in this section like a thread called "hf broken" and can see MUCH more important things for omni to deal with then this "typo"
^ And I honestly think it's more of a pr@nk than anything. How else do you think "fbi.gov" got typed there. I don't think omni was drunk and redirected HF to fbi.gov on accident.

Yes, he does have more important thing to worry about, and he will always have more important things to worry about.  Despite this, I am still going to reach out to the community for answers or guidance on things I am unsure about.  That is the beauty of a forum.
