Why didn't you use a contract? Also, you might need to show some more proof other than a chat log.(screenshotting the chat log would be good too)

There's really no time frame to be honest. Something could come up, he clearly said wait 5 minutes. Then it just so happened to turn into 20 minutes and it's possible he got caught up in something outside his computer screen. This is normal and Bear is obviously legit.
