I need to say, I have D-link Ethernet router with 4 ports. I connected the PC (which is 10x better than laptop) via ethernet, and connected laptop via other ethernet cable on same time.
I did the speedtest and pingtest on separate time.
Speedtest on this PC, download speed is normal like I paid for it. But about upload, it crashed every image uploader website and speedtest too. After few tries, speedtest finally told me it's 0.07mb/s and crashed again. About pingtest, it lost 5% of packet and 51ms of jitter. 22ms ping.
Speedtest on my laptop, download speed AND upload speed is absolutely normal like I paid for it. Pingtest result was brilliant, 0% packet loss, 0ms of jitter and 19ms ping.
Wtf is wrong? I also have bad RAM issue: https://hackforums.net/showthread.php?tid=596986
-On the pc, disable any P2P applications or any application that requests connections from the internet. I.E An updating anti-virus, Bit-Torrent clients, Messengers, etc.
-Try upgrading the ethernet cable to a Cat5 Cable, this allows for much greater D/U speed.
-Ram can certainly play a big issue in this. I.E If your memory is divided up into small chunks only allowing for a little bit to each application, such as Firefox, all applications and extensions running in the browser will be slowed down because of poor memory allocation. In other words, your browser isn't able to request enough ram to keep up with the download/upload speed test, henceforth results in a crash or hang.

-I did the speedtest on other laptop with same router while running PC, any P2P transfer on PC would affect speed on other laptop because I'm using same router with same login to ISP.
-No. I only require 2.5mb/s of download and 0.5mb/s of upload.
-Yes, I have small issue with RAM but I don't think it's a problem. I have 4GB DDR3 RAM and it's on 39% of usage. There's plenty of space for download/upload.
If you have uTorrent open it rapes you internet speed.

No, it would effect your entire networks speed. Your router only 'routes' connections from pc to the destination. You still have the same amount of bandwidth. However, with two pc's running, both are requesting connections and spreading out your bandwidth resources. In short, just because your on a router, doesn't mean that having applications open on another online computer directed through the same router - won't slow you down. It very much will.
Think of it as a waiter. A waiter can carry 1 pallete of food for a table. If a lot of people go home early, he may have to carry 2 or 3. No he gets frustrated and its hard to carry. The more loads you put on him, the slower he is and the more error prone he is. You're spreading his resources out.

Only if she is a seeder. If she haults her seeds, no one is connecting to her shared ports, henceforth it wouldn't matter. However, if she is seeding, this is likely the issue.
Try swapping the ethernet cables and hard code the Preferred and Alternate DNS server addresses Into your network adapter and see how you go with that.

Problem solved! I unplugged ethernet cable from router and plugged into other slot (we have 4 ethernet slot), I think it got a little unplugged therefore it didn't work correctly because I tested faulty ethernet slot with laptop and it is also working perfectly on laptop.
