Don't need the ability to control or install things so if I can avoid it, I don't want to have to pay for all the abilities that something like WebMonitor offers.

Obviously need it to be able to bypass UAC and AV, and need persistence if possible. As for capabilities, I just need to be able to watch what's being done on the computer.

Use Quasar RAT, get a decent crypter and test it. You say you want to bypass UAC but only want surveillance? Doesn't need Admin privileges and uac bypass exploits can cause issues sometimes and can cause you to be detected.
