I keep getting popup advertisements to reactivate my norton, and random installations for random programs I never heard of.
I need help removing this virus and have no idea where to start.

What would be alway the recommended way !
you dont know what happend after the infection and even avs cant undo changed settings etc.

Backup your data ...(just the files you need and are important not the whole pc)
reinstall pc , update and buy a av , scan the old backup and get the data back !

Or let us know some more and we will find some ips and more :-)
If you find the exe upload it to virus total that hurts hackers ...
if you got the exe post it here so we can sandbox vmbox wireshark it

I don't got the exe my computer started acting this way after the police put something onto it.

Now it's fucking my shit up.
I tried to reformat and it kicked me out of the reformat process at 10%

When I start up what looks like the command prompt pops up for a split second, this also happens when I try reformat.

Like I said this is a very annoying virus, you guys won't get in any trouble helping me fix it. But I just need help removing it.

I scanned with malwarebytes but didn't find anything.

Good luck , you should be able to fix it via a linux .

But back to the cops story , sorry to say but everybody who claims

"my pc got hacked by police or fbi" doesnt know shit.

they buy backdoors worth a few million and you mean they will show popups and load random software.
man dude , they hire pros and they really know what they do, they even use some kind of vm in vm software, so i wont be easy to detect.

I think you should consider moving on to Linux anyway. As I see it Windows 10 is in itself corporate malware. There are also significantly fewer viruses that attack Linux.

i would do a full refresh man, and just dont download random shit you think is cool,
grow some common sense when something is sketchy or legit.

and download malwarebytes i dont know why you have norton installed thats beyond trash
