Virtualize option is unchecked so if i open browser in sandbox then download file that file only gets downloaded in sandbox so when i go outside of sandbox there will be no file.

but if instead download file i go in browser -> print page to PDF/XPS then file is created outside of sandbox also... how it can be? 😵

Yep, that sounds like a bypass. It's a different chain of processes involved. Not the browser drops the file but the printer software.
