Impossible, no such "service" exists. If you're looking for a dev, I can help you out for an affordable price.

PM if you are interested.

Wix, Squarespace, Wordpress, Weebly, etc. It's definetly not impossible.

You're answering without reading the question.

He has code that already exists, meaning he used something like HTTrack to rip a website and now he wants to be able to drag and drop elements within his existing HTML code, which also contains .css and .js

He's not asking where and if a website builder exists.
You can maybe try editing it in Dreamweaver. It'll provide a live preview of what code renders what.
Your best chances are probably converting the HTML template into a CMS such as Wordpress.

From here you would be able up update and add content from your admin panel.

I can certainly do this if your interested just hit me up.

If it's a static site you can press ctrl+s on your browser or use HTTPrack to get all the files, if it's a dynamic one you can clone the front-end but you'll still hav to recreate the back-end, easier solution would be to leanr wordpress
You are probably best using a drag and drop website builder, rather than taking someone else's HTML.

Or you could maybe learn some basic HTML? Great skill to have and will only take a couple days I promise.
Could check out wordpress & elementor.

HTML is really simple however, and if you have interest in software development it's one of those skills that will pay you in time

Try this, I’ve used it, you can drag and drop your code into, you can’t drop elements into it but you can view it live as you edit.

Brackets

some simple JS + HTML will do the trick if you use the HTML5 API.

Oh what the hell?

Use Bubble or some no-code solutions then.
