Boosting is when a higher ranked player "boosts" a lower ranked player's account to a higher rank.
For example, Bronze to Diamond. This occurrence is common and is highly profitable, especially near the end of a ranked season.
Depending on the Booster's schedule, this can be done within 3-7 days and costs an average of $300-$600 depending on rank.

HOW DOES IT WORK?
Simple. Customer makes a purchase and specifies their current rank and then their desired rank.
After payment is received, the Booster is selected based on availability, skill level or rank preference.
The customer hands over the account information to ApeBoost which is then given directly to the chosen Booster.
The Booster is never in contact with the customer in order to eliminate annoyances and give the Booster privacy.

HOW CAN I BENEFIT?
ApeBoost splits the total cost of the boost service with the chosen Booster at a 50/50 rate.

I would like to actually get boosted, and would pay someone to boost me on a brand new account unranked thirty.. Not sure what the prices for things like this cost, but I put a lot of time into League of Legends and never seem to go above Gold.

Depends on rank.

For example Bronze to Plat 1 usually costs around $300-$500.

It's not cheap and it never has been, you have to remember there's someone playing a game for you for 3-7 days, hah.
