I'm assuming it would be more preferable to incentive forum activity over chat activity, but I thought I'd toss out the recommendation regardless.
Rewarding a random amount of bytes, from .01 bytes to 1 bytes, per message would be a great incentive to increase activity in chat. Limiting it to giving out a reward 3-5x per minute at most would stop people from being able to spam and endlessly inflate the byte supply. With such a low payout rate and frequency, it should also further keep the byte supply limited.
Other qualifications for a message to count could be added, such as a minimum character count so that people have to actually converse to get the reward.
This wouldn't be a perfect system to eliminate people abusing the system but having more chat moderators spread out through different times of the day would allow for the outliers that remain to be caught and kicked/reprimanded in whatever way deemed necessary.
The biggest perceived con is that this could draw activity away from the forum and into chat but I believe it would have the opposite effect. Many of us that currently frequent chat have a similar habit. We'll be bored in the chat either due to a lull or disinterest in the conversation so we'll go back to browsing HF. I'm not sure if it's an observable stat in the back end but many of the people who are most active in chat are also some of the most active members on HF. Incentivizing activity in chat would draw more people back to the forum itself, away from Discord.
EDIT: Some quick maths, in a 24 hour period, assuming 3 rewards per minute and a 1 byte payout every single time, someone would be able to earn a maximum of 4,320 bytes. Adding lower odds on higher rewards would also be a good idea to prevent byte inflation.
