you can use DireBuster for path brute forcing and Sublist3er for subdomain brute , you can also make tool to scrap all html tags to look for admin , but not always you will find admin page as there are web masters that use FTP / Hosting panels

There are many automatic tools to find admin panels built in Python in the Github. Based on my experience, their success rate is less than 30 or 40%. Before using them, I always check logs and then try to find manually. (Inspecting the image, Googling, etc.)
Automatic tools will go as the last method only if all manual methods don't work.

And yes, this is the best way to find admin pages. Most administrators are much cunning than we thought and any tools can't find those admin panel urls before you are thinking like an administrator.

Also, admin panel urls can be also thought as text so they are relied on languages. If your target country uses Portuguese then you must find Portuguese admin urls. For example, /administracao, /painel, /adm-controle etc...
