You don't "use IP addresses." There are actually lots of ways that are pretty much all dependent on the specific target and almost none of them will work.

Find someone providing the service. Since you're new and inexperienced, there aren't any alternatives aside from learning. If you want to learn, either learn to google or find a uncensored AI to ask.

To DOS someone and BOOT them off follow these 3 simple steps!
1. Press WINDOWS KEY + R on your keyboard
2. Type CMD and then press Enter on your keyboard
3. Type ping <IP ADDRESS YOU WANT TO ATTACK> -t -l 65000000 -S <RANDOM IP ADDRESS> then press enter on your keyboard

Command explanation:
PING - A windows command that sends ICMP packets to your target
<IP ADDRESS YOU WANT TO ATTACK> - Target IP address
-t - Flag for how many pings you want to send, use without number for infinite pings
-l - Flag for buffer size set to 6500000000000 for terabytes
-S - To change source address ⚠️⚠️⚠️SET OTHERWISE POLICE WILL COME TO YOUR HOME!!⚠️⚠️⚠️
