Require reason (And PM) for banning

The moderators should give a PM with a reason when issuing a banning
or at least increase your warning level and write what you did so you can see which admin gave you the warning/penalty so you can discus it with the moderators.

I have had 2 kinda recent separate bans from the SRPP sections that moderators have given me bans without explaining what I did and I am unable to pm them as its not listen under my user CP who issued the bans.

I would also like to require the Mods to PM me with reasons when they lock my threads in SRPP (They used to delete them now they just lock them) which go against their beliefs.

I believe people should be held accountable for actions and if I believe some one punishes me unfairly I would like the ability to pm the mod talk the event over with him and maybe convince him of my innocence.

(My most recent ban was not from SRPP and it was justified posting in wrong section not trying to dispute bans here)
I think you're a bit confused. When you're banned (only staff can ban you, not Mods) you will get a message with your ban. Similar with warnings. If you ever have a question about the warning you can PM the staff member who gave it to you, or if you're banned you can use the contact form.

Banning is not the same as having a thread junked or locked. If they are locked or junked and you don't understand why, PM a staff member and ask for the reasoning. It is unreasonable to expect staff/mods to send a PM every time they perform a moderator function, they wouldn't have any time to do actually do the moderation they need to (I tried that for a little while moderating the Griefing forum and it didn't work out well at all).

I never got any messages from my last 3 bans.

Nor do they show up in my user CP

How can I pm the staff that gave me a ban if I don't know who issued it?

Each one should be able to recognize why it was locked/junked if they're all on the same page with policies and such.

Choose one staff member (not admin), send him one PM, and wait for his response.

If you were banned you would see a red banner on the top of your screen when you try to enter the site.

You're confused or at least you're confusing me.

Mods can't ban. No one can ban you a single member from one section. Not even me.

If your thread is junked though you'll get a no permission error page which also states you might be banned but obviously if the rest of the site works then you're not banned.

No one is obligated to give you reasons either. YOU are obligated to know site policy and to adhere to it.
