Send a private message to Omniscient, he deals with reputation abuse which will not be tolerated. You are not allowed to give someone a negative reputation calling them a scammer without linking a scam report and you can the only person who can give them a reputation calling them a scammer is someone who was scammed by that user who has the scam report open and linked in that reputation. If you report this reputation to Omniscient, keep in mind that your account could be inspected to see if you have violated any policies, and you will be punished. Hopefully this cleared it up for you, if not then you can send me a private message and I'll be happy to explain it further if you need it to be.
