Are you looking to build your own? Or looking to setup an existing vpn service on the Pi.
You can make a decent VPN for personal use, not going to cope with huge loads of users and ultimately the speed is limited by your upload and download speed of your home broadband. Though the Pi has a 100Mbit ethernet port rather than gigabit, but unless you have very fast internet it's probably irrelevant.

Easy enough to setup an OpenVPN server
I have ok internet, I wanted the vpn to sell to a few mates who are prone to ddos attacks. Im guessing the ras-pi is not powerfull enough to handel that?
If its for protecting from DDoS attacks its going to be more about how much your router can handle vs what the pi can and you more then likely don't have tons of bandwidth so you wouldn't be able to help them much with ddos protection.

i think the real question here is what are your friends even doing that would make someone ddos a RasPi in the first place? Try fixing that?

The guys over in the networking section might be able to help, as this is more a vpn for linux problem rather than a embedded electronics and what not problem.
Unless you have a way of mitigating the ddos you could just end up with your internet going down instead, though it could help if your internet can withstand it more I suppose
