[Edit] A reinstall of windows, an updated bios and new drivers for that install has fixed this
Just installed this 8700k with my 1080Ti, Noctua DH-15, 1000w PSU, and 1080Ti (I also do have a 970 in it but removing it has not fixed the problem).
Pretty much I got everything installed, ran some benchmarks and everything came back great. However, moving my browser window or discord seems to be about 4-10fps and CS:GO I get about 440fps but when I move my mouse it drops down to 40.
I'm not sure what the issue could be, I disabled any overclocking in the bios, I also tried overclocking (Idk why I just thought it might help), Tried default ram speed, Tried ram @ its real speed (3200mhz), Tried XMP.
Temps are really cool, 54c under max util @ 4.7Ghz 1.2v
I just have no idea what is wrong.
I also tried looking for new drivers, which I did find, however it didn't fix the issue.
The only thing I can think of is that I did install this windows 10 on my i5-4440, then installed the 8700k and new mobo.
Any thoughts or suggestions? I am moderately stumped here.

You can't use a 970 and 1080Ti in SLi...... you can use them separately in the same system but yeah make sure you aren't trying to use them in SLi.
You may need to check your device drivers (type: device manager in the windows start bar).

Not using it for SLI, just using the 970 to accelerate my Hashcat workloads.
Both Drivers seem to be up to date

I wasn't talking graphics drivers, more the other drivers, motherboard ect, as you changed generations on the same windows installation....
Is this where my mobo drivers are located?

Yeah, may not be related but there are conflicts:
kaby lake pci express root port #10 - a2b1
kaby lake pci express root port #3 - a2ba
Google them for fixes.
See if the problem persists.
From the short searches i did they are chipset drivers issues, that deal with PCIe, which is the interface your graphics cards use.....

I just uninstalled then reinstalled my graphics drivers for the 2nd time and now everything works...
If the problem comes back I'll try fixing that, but for now I'm not going to touch a damn thing with a 1 mile stick.
[EDIT] Well that was short lived... I'll check that out.
[EDIT 2] Fixed those conflicts, still having issues :/
[EDIT 3] Just updated my bios and went to defaults. Still having issues \:

Seems so... I have a 8700K, and there's no problems at all.

Good to know. Can't have stutters with the mighty 8700K. 😉
Glad to hear everything worked out for you OP. You might want to put your solution in the main post incase anyone has a similar problem as you and they find your thread. You can put [SOLVED] in the title too.
