We agreed to a $350 Exchange, my bitcoin for his cash app, but we agreed in 2 instalments.
I sent him $175, he kept asking for 2 confirmations, then 3 confirmations.
Then he started ignoring me, then he claimed his card wasn't working on cash app, he had to go to atm.
then I told him just send it to PayPal, I gave him PayPal email. He did not send a penny and has been ignoring me ever since.

My Mistake not using a middleman.

No process. that's for staff to decide. If he doesn't refund/complete the deal, he most likely will. Thank goodness you didn't send the other half.
