That's not how it works.

It's random when issued. So there was no guarantee and actually very unlikely that you'd have gotten the $1m if you bought it before him.

When a Scratchcard is played, that's when it's placed into the database with the PLAY click action on the Scratchcard. Only then is it actually set as a winner/loser.
