I would say VPN although use both if you must...I don't know if that's possible, but my friend always said VPNs are safer than most anon tools.

dont use TOR...its just fuckin annoying me like hell

my connection became slow like hell and bandwidth became limited

and IP is changing in every interval of 2 mins

Depends if your VPN keeps logs or not. If it does then use TOR. Or like others have said use both. Here is a couple links that might help you decide.
