Banned members should be allowed to access the Deal Dispute section if they have a deal dispute open so they can post there and try to resolve it. This will help many people to get the dispute resolved and they would aslo get a faster response from the banned members since they don't have to wait for them to get unbanned.

I think the case is really rare that a non scamming banned member has an open dispute. More likely the person with the open dispute is banned for scamming which would make it useless to give him access to the deal dispute section anyways.

This is possible. Omniscient only need to adjust the permissions of banned users in deal dispiutes sections.

This would do more harm then good in my opinion. 
If they want to resolve their scams they should do so whilst they are not banned yet.
