Hey, I was wondering if there was anywhere I could learn to make a neural network programmatically without using an Library. Could anyone point me in the right direction? Thank you!

Tbh all you would need to do is research the principles of what a neural network is, with a decent/profound understanding of data structures you can attempt to model it. Otherwise if you blatantly copy a tutorial - you will have less fun. You can look at simple lua programs (one made by Sethbling) where he solved a mario game through neural networks and listen to him talking (which I found quite engaging).
Why not use a library? In my opinion, if there isn't a reason why you don't want to use a library then there's no point in trying to recreate the wheel and up with a wheel that can't spin. Now if you're trying to write one because you want to understand how they work then here's what I recommend. If this is your first encounter with neural networks or never studied them then you're gonna have to go a different route. Now if you already have some basic knowledge then learn about neural networks and how they work in general if you don't already know, and I mean really learn about them. Once you've got an understanding on them, search up tutorials that create a neural network from scratch. Most tutorials will be in Python but if you're a well-rounded programmer then you should be able to translate python to java. If you can't follow along with the Python code or you can't translate it over to Java then you might need to learn the basics of programming and data structures.
This series by 3Blue1Brown provides a pretty good (visual) explanation:
