If I am connected to a WiFi hotspot on someone's phone, is there a way to access the phones information with out them knowing

You can launch an MITM attack and attempt to intercept the data in the network. As far as retrieving files off of the physical device, if its an Android you can use reverse TCP shells, RATs, and other malware to establish a remote connection. You'd just have to get the user to execute your .apk backdoor. If you find out that the device is connecting to another device, vehicle, etc via Bluetooth, there are methods where you can inject a shell directly into the Bluetooth feed and compromise the device. That way it eliminates needing to social engineer the victim altogether.

doesn't your agency rely on the presence of bad actors to protect people/organizations from?

as much as i do actually respect most LE in the cybersec space, and how often i personally call someone an idiot for suggesting something criminal, maybe sometimes it's better to sit back, watch, and let it happen :)
