The language isn't helping. If you'd just look, there are threads on Google Safe Browsing. It's going to come up on any malicious or simply unknown application. You can click 'Keep' to bypass it.

use a download app like IDM or something like that
just use another browser like opera or sum lol
I think he's trying to bypass the warning for other people that will be downloading his malware, not necessarily himself.

Put file in zip with password, so when someone tries to download it, it will download without blocking. But make sure your audience knows the password, tell them in download page or put txt file in zip with name "pass is 12345.txt" or something like that. It's simple but it does the job done.

yeap thats a way.
you can try cleaning that file aswell
domain fronting, leverage potential extensions that could ignore warnings, or file-less attack.

Disable Defenders then try again
or copy the direct link of file and use CURL to dowload via CMD/Powershell/Terminal

Windows Defender has nothing to do with Chrome Safe Browsing.
There are plenty of methods as mentioned above. There is also method with the chrome flags which can be altered
just use another browser, for example you can bypass with micrasoft edge.

Instead of Google Safe Browsing, there's Microsoft Defender SmartScreen.
