That hard drive and CPU may bog down the performance a bit, but you should be able to run Kali without much issues.

Honestly I don't think 1gb will sufficiently push it... It will work but will be quite slow when loading and maybe even a little laggy

I bought a HP Stream 11" for Kali but it was unable to detect the Wifi. I am now just using windows 10 on it. Was a waste of money.

Not all network adapters/cards work with Kali.
Look for a supported usb wifi adapter!
