I sold something online, was paid through Goods and Services. PayPal limited my account which made it so I couldn’t refund the customer. If the customer initiates a chargeback, will I be able to send a refund?

You can refund a customer whenever you want. Also if you have $0 balance, your account will be in negative if a customer gets refunded.
However, if I were you I'd immediately take steps to get your account back up and running.

Hey, you can refund it by calling in PayPal and asking them to manually refund for you and they should be able to do it.

Yes, but this is HF. Pretty much everything sold here goes against their ToS and some users here are under 18, or don't want to use real names, enter SSN and shit. List goes on.

Just felt I should add, if you have a bank account linked to the account and no balance to pay the chargeback Paypal will attempt to take the money out of your bank.
Anyway, if you can't refund the payment I'm certain he can chargeback and win.
