I've saved up some money and I'm thinking of Starting up a Gaming Center.The 40,000$ would be spent only on the Computers.I'm looking for ATI Graphics Card build cause I might be using them as Bitcoin mining rigs when I do not have customers.I'm planning to start with 30PC's.I do have extra money for the other stuff.It would be great if you could look up for the prices in Indian Sites.

Well it depends on how much your charging. If you get high end pc's, then you will charge more. Cheap $400 APU builds, you would charge less.

Investment is kinda huge. OP, gets some ps3's and xbox 360's, there will be more players as well. 30 PC's are lot, start with 5-10, and see how it will go. Price looks standard, Rs100 or so.. Make it as an Internet Cafe also, more income.

People will most likely want lag parties. Maybe make separate rooms with 5 pc's so that way the team can have communication and stuff in a quiet place. Just have like 2 of those and then have public ones.

Apparently the Kaveri APUs are coming out Q3 this year... I think it's better spent waiting a bit for Kaveri (which are significantly faster than Trinity). Richland is only a rebranding of Trinity IMO and will only feature around 10% stock performance increase but uses less power and gives more flexibility for OCing.

If you contact the manufactures you might get some good prices from buying in bulk since most websites have a limit of how much items you can purchase.

Have you thoroughly thought about this and done your research? I don't think you'll be wanting to buy 30 computers, you'll more likely want around 60, with most being high-end and some for just casual users. Also, you're going to want to buy a lot of xbox/ps3 consoles.

Have you thought about furniture costs? rent? peripherals? broadband?
