Why is DWC allowed on rep, when you've never been in the marketplace?

I know this is stated in the rules:
"Someone left me a Deal With Caution reputation, isn't that abuse?
We do not consider DWC (Deal With Caution) reputations abuse by itself. We consider it good advice for all members in all situations when doing deals."

But... considering I've never made a single transaction or deal on HF, how are people repping me DWC just to scare people off from future deals?
(It's literally angry members from the Lounge)
Seems like a way to make someone look like a scammer or a bad person when they've never even made a transaction.
"We consider it good advice for all members in all situation when DOING DEALS."
I personally feel like they should have to give a reason why you should deal with caution, especially if you have no open scam reports or past reports.

(If this is against the rules I apologize, I've read through them very well and understand suggestions are okay in this sub-forum.)
