HOW TO MAKE GLITCH TEXT: Step #1
Make sure you have white selected as the primary color
then click your "Horizontal Type Tool"
to add some text
in the middle of your project.
If you want to resize your text but keep it even then there are some key codes:
(Shift + Alt) While resizing layer will resize it from its center evenly
(Shift) While resizing layer will resize from a corner evenly
Now after creating our white text we should have something like this:

Step #2
Now we are going to create two copys of the text layer.
First copy make the text red (Use this Color Code: #ff3333)
Second copy make the text cyan (Use this Color Code: #33ffff)
(You can click on your text with the Type Tool and highlight it to change color)
Make sure you leave your white text layer on top
as you should only see the white text later, because the cyan and red layer are behind it
Now move the red text slightly over to the left about 2mm on your screen
and do the same for the cyan but move it to the right like so:
(You can use your arrow keys once layer is selected and this
is selected from your toolbar)

Step #3
Now once you got your three text layers in the position you want them, hold down CTRL
and click all three layers highlighting them all. Now right click and press "Rasterize Type".
Now right click on the three layers again and press "Merge Layers".
You should have this:

Now youre are gonna select the Selection Tool
selected.

Step #3

Now you will take this selection tool and make seletions across the text horizontally (Make sure you have your text layer selected)
Once you do that, press CTRL + T to unlock the selection, then move it slightly left. Press Enter to Confrim the movement then CTRL + D to deselect the text. Now go below that and do the same thing but drag the selection to the right. So on and so on like this:

And youre done! If you want you can add little red and cyan rectangles all around it to give it a better look but Im afraid I don't have enough room for that. I also rushed the texted above becuase I didn't want the GIF to become too long and my computer crash while im in the middle of this. If you take your time you can use the same steps and make your glitch text look 10x better. If you cant see videos then I suggest opening links in a new tab.
